You should also look at SQL Station from Platinum. We've been using this since February and overall are quite pleased with it, although it does have its full share of bugs (it must be said that Platinum has been working hard on fixing them).

SQL Station has all the usual modern IDE features. So far as I know it is the only program that allows step-through debugging of your PL/SQL procedures with watch variables, etc. Perhaps SQL Programmer also offers that, although I couldn't find the feature mentioned on their website.
