Application Development Environment/Program ( RAD)

We are currently seeking an application development product to use in conjunction with Oracle's Designer/2000. I know that Designer itself is one, but we are looking for a different tool that can utilize the repository in Designer ( at the logical level ) and create the physical stuff in the new tool. Is this feasable ? Does the use of Designer mandate that we use it for the entire life cycle of application development. Any help, guidance, etc would be greatly appreciated .
