There is an odbc driver for Oracle included with the VB package. You have to select it during installation. I think by default it is not installed.
If you prefer, you can get Oracle Objects for OLE, which is an OCX written by Oracle for VB; also includes C libraries. That one will cost you unless you own an Oracle database license, in which case I believe it's "free".
