Take a look at SQL-Programmer 2.1 for Oracle, Sybase and MS SQL Server.
SQL-Programmer does this job since 1992.
Full color PL/SQL and Transact-SQL syntax highlighting editor (not just keyword), full server side documentation generator, direct link to your Source Version control system (i.e.: PVCS and SourceSafe), work at the same time with Oracle, Sybase and MS SQL Server (and no, we don't use ODBC), Batch SQL programming and a lot more!
