I haven't tried PowerBuilder Desktop with Personal Oracle. But I do have access 95 and 97, Visual Basic working with it. If these work and Power Builder continues to support ODBC then it should work.
Make sure you've installed the ORACLE ODBC drivers that are available from oracle's web site. This is a specific version designed for SQLNet 2.0.
Then setup a datasource for the personal oracle database using the odbc administrator.
I probably don't need to mention this but the database connect string for personal oracle will be "2:".
