Modern Office Systems Technology, Inc. has a product that would probably solve your problem, but it's only available for UNIX systems currently. It's written in C so it might be possible to port to Open VMS, but I wouldn't know how feasible or what the cost to you would be. It supports character terminals extremely well, has a data forms component, allows use of external languages as well as it's own excellent scripting language, etc. It has been used as a front end to Oracle with much success. Their number is (804) 730-1467.
