OEM and OIA

Oracle Experts
I am having a problem with OEM(oracle enterprise manager) and OIA(oracle intelligent agent). My system is a pc client and an AIX box. I have the agent in the tsnnames.ora. I have a topology.ora and snmp.ora files. I have started the dbsnmp. Here is my problem. I can shutdown the AIX instance, but I can not bring up the database. The error is insufficient privs. This is not correct as my account has sysoper and sysdba.
I am wondering if I am missing some communication component. If you have a suggestion please let me know.
