Procedure Builder and web packages

Has anyone out there tried to use procedure builder to write procedures for Web Server 2.x? If I just write them in a text editor and run the script in SQL*Plus, everything works fine, and I get a line number for errors if it doesn't. I would like to use Procedure Builder so I can compile before loading the procedures into the database, but I keep getting errors like 'wrong number of arguments to xyz', even on things like htp.br. Does Procedure Builder use a different version of PL/SQL or something, or is there a setting that I have wrong?
