Images, Java cartridge OWS 2.1

I've got two questions. Help on either will be greatly appreciated.

Question 1.
Does anyone know how to control the BORDER attribute using the oracle.html.Image class with the Java cartridge in OWS 2.1? I want to generate a tag like:

<IMG SRC="url" BORDER="0" ...

Question 2.
Does anyone know or have code to decode a Java String that has been URL encoded (x-www-form-urlencoded). Basically, I need the reverse operation for URLEncoder.encode().
