Missing Item Help Prompts

I work on forms for a university system. Most of our forms navigate to a student ID field when the form first starts up. The help prompt is always something like

   'Student ID: Press LIST-VALUES for valid IDs.'

Most of the time, this prompt appears as it should when the user first enters the form. Sometimes, however, it does not. I can see no difference between the forms in which the prompt appears and the forms in which it does not. The prompt also does not appear when the form is run with DEBUG=YES.

This is a minor problem, but it is annoying. One 'Work Around' is to create a WHEN-NEW-ITEM-INSTANCE trigger for the ID field with the code

MESSAGE('Student ID: Press LIST-VALUES for valid IDs.');

Does anyone have a better idea? Any explanation as to why this is happening?
