I had the same problem.. we have Forms 4.5 used in character mode, using a vt220 terminal emulator and
the other using xterm. For vt220, I had to modify the res file to get the keys which we wanted and for xterm
I had to create a new file renamed from vt100 and create a new display type in it.
And belive me it was toooo much work ...

I too would welcome any ideas on a universal res.file
