At the moment the best one is SQL-Station for you can compile and debug at runtime without invalidating the code on the server. It uses Codewrite for this feature. It also has many other good features, such as hooks for version controls, reporting, etc. But, it is expensive ($3,000/seat), and it only runs on 32-bit (Win95 or NT).
The is another one that I am aware of by Sylvan Faust called SQL-Programmer, but I have no info on it.
