In fact there *is* some PL/SQL debugger for server code (e.g. stored procedures, triggers, etc.): have a look at Platinum's web site

for their new SQL-Station Debugger. We're just evaluating a test license to see if it fits our needs.
What we'd needed even more would be a Reports 2.5 debugger, esp. for the more complex reports with many nested queries... (we are mainly DB *users*, not developers)
