I'd recommend C++Builder from Borland. Oracle has entered into some sort of agreement to distribute this tool, I understand. Anyway, it's a very nice tool, based on Borland's Delphi environment (which is the gold standard for Windows RAD tools as far I'm concerned), and the Client/Server version ships with native Oracle drivers.
