I have had the same problem when using Designer/2000 template forms. ON closer inspection I found that many of the colours which were used for the items were palette custom colors (e.g the gray for the canvas was named 'canvas'; similarly there were also custom colors named 'button', 'control' etc.). When trying to reference these visual attributes in a form with a different color palette, I would get some really strange colour selections. I found the solution was to ensure that the same colour options (even better the same colour palette), should be available in both my new and reference forms.
