I asked this same question on the SQL*Forms MetalLink Forum (except that I run Forms
on Solaris.) I received the response below:

Hello Dylan,

Sorry for the delay.
Oracle Terminal is used to modify the display and keyboard mappings of Oracle Forms 4.5.
Oracle Terminal will only edit screen attribute definitions and keyboard mapping definitions in a resource file. Resource files have the extension .RES
Each Oracle application will use a specific default resource file unless you tell it to use a different one. When you change a definition in a resource
file, the change will apply anywhere this resource file is used. You have to
edit a resource file called FMRM.RES to set any of the key bindings or the
properties of the items, opening the RES file using the product under Developer/2000 called the Oracle Terminal. But unfortunately, we tried doing this in vain. The changes do not take effect
after modifying the RES file. Hence we have filed a bug number: 498002. We
shall get back to you with the bug updates or workaround or a fix.
