AFAIK, by default, shutting down NT does the equivalent of a shutdown abort (it just sends a stop message to the service).
Do a websearch/dejanews on OracleSafeShutdown. Its a bit of shareware which catches the stop event, and does a shutdown immediate. Its not bulletproof, though.
