We started out in the other direction, i.e. we designed originally for 800x600 and found that the forms scaled properly as we increased the resolution.

Are you using large fonts? Try small fonts and see what happens.

We have forms that are in both real/inch (.097x.194) and character cell (9x19) and they render fine from 800x600 on up. We also supported 640x480 without difficulty early on but decided to go for more space.
