I never had problems with attached libraries, even in 3.11. The only thing I can suggest is to remove the ORACLE directories that have DEMO in them from your FORMS45_PATH. I've had problems in Win95 that I exceed the max # of characters allowed in a parameter, and it doesn't read my path. If this does not work, let me know and I'll try to think of something else.
