I believe that the FMB created from an FMT is "uncompiled". When you
open the FMB in the Object Navigator, generate , and then save, it becomes
larger. This is similar to the experience you get with a PLD
file. When parsed to create a PLL, the PLL is small until you do a
COMPILE_ALL=YES.
