Actually, it is. Oracle has example tabs in it's reusable component library. We copied the tab outlines from this because the tabs look nice. Place these tabs plus an outline on the content canvas. Put a text_item on the tab and attach a WHEN-MOUSE-CLICK trigger to it calling the appropriate stacked canvas.
Two tips:
FIRST: Create a NULL_ITEM of 0 width and 0 height and place this in the upper left hand corner of your content canvas. Create a program unit that goes to that NULL_ITEM, and hides all of the stacked canvases. Then call the appropriate stacked canvas. You can not hide a canvas that the cursor is on.
SECOND: We created a stacked canvas that simulates the line under the selected TAB. When the user clicks on a TAB, a program unit is called that moves this canvas to the proper location.
