Intranet Development Tools

We are trying to choose a development tool for our intranet. We have 1000 PC's running Explorer 3.0 and 600 UNIX workstations running Netscape. In addition the intranet is to run transaction-type applications against our Oracle Database.

Any recommendations as to a suitable development tool?
We have heard about SapphireWeb. Any recommendations or rejections?
