Oracle Database Tools: Separate Product?

I've been unable to determine from Oracle's web site whether there is a
separate product called "Oracle Database Tools". These GUI tools and
utilities, which accompanied the trial version of PersonalOracle for
Windows 3.1, are missing from my licensed copy of PersonalOracle7 for
Windows NT. Can someone please clarify this for me?
