Meta Submit of a PLSQL package

How do i automatically refresh a frame from a pl/sql package? Can you do a meta/submit?

And can i run a submit procedure in one frame which refreshes another frame and does't refresh the frame where the submit button resides?

Is there an example out there in webland of anyone who has done this with the Oracle Webserver?
