OPO v2.0 ditributing OCXs

Has anyone successfully distributed an OPO v2.0 application that uses OCXs? When I attempt to install a stand alone executable that uses OCXs, all goes well until the OCX is loaded, then I get the familiar "80040112 unable to create embedded object". If I copy the .LIC license file onto the target machine, everything works fine. It looks like a stand alone executable "thinks" it is running in design mode and therefore needs the  .LIC file in order to use the OCX.
