I'm not sure WHY you would want a HLLAPI type interface to Oracle, but you could look at SQA Suite 5.2 (currently beta due out end of February) which includes SQA Robot.

SQA Robot is used for automated testing but does just what you describe acting as a 'virtual' user of your application.
