I can't answer all of your questions, but my experience is that the DLL's need to be loaded prior to each use as a precaution. We have seen situations where DLL's get unloaded when a form navigates via CALL_FORM. Upon return it is gone. This was true with Oracle's tool tips code in hint.pll.
