You need to create a listener.ora file in the $ORACLE_HOME/network/admin directory. The easiest way to do this is to use the network manager program (runs in Windows) and ftp the generated listener.ora file to the host.
Or if you want, I can email you a copy of one of mine and you can just change the appropriate values.
