I was involved in such a project last year. A LOT of variables are involved: Knowledge of the conversion team in the application, Forms 4x, and in GUI design; quality and complexity of the existing forms; new functionality to be added; GUI standards; etc., etc., etc. In our particular case, we estimated 6-8 hours for simple forms (1-2 Blocks, minimal non-default functionality), 12-16 hours on moderately complex, and 20-24 hours on complex forms. This worked out about right on most of the work, which was a straight conversion job (no added functionality). However, some complex, critical forms proved to be more trouble to convert that build from scratch; many of these had legacy Oracle6 architecture and Forms Version 2 triggers.
