Using tools on an NT server box.

I have been unable to get 16 bit Oracle tools (SQLPlus, PingTest, Object Manager, etc) to access an Oracle 7.1.6 NT databse when trying to run the tools on the server box. Using SQLNet 2.0 on TCP/IP, all of the client machines access no problem. I understand that the databse runs from the ORANT directory, and the 16 bit tools from the ORAWIN directory, and that the tools would be running in a different virtual machine, but getting a connection is proving a problem. We have tried using a SQLNet TSNAMES.ORA file identical to the other client machines on the ORAWIN/NETWORK/ADMIN directory of the server machine, but we always get a no interface driver installed error. We have tried it with SQLNet removed, and an internal connection (didn't expect it to work, and it didn't).

Any help would be appreciated.
