Maybe it doesn't apply but it has not stopped IBM from doing it in a big way, DBAs and other technologies.

Some are good, some not but at that price, IBM can train several of them and put them back on the job and it is still cheaper than one American.

That, I'll agree with but it would have to be truly crucial such as a core fianacial app.
