Oracle Home selector not available in 10.2

I've added 10.2.0.3 SE to an existing Oracle 9.2 install on Windows 2003.  I 
noticed that the oracle home selector (ohsel.exe) does not pickup the new 
Oracle 10 home.  Bug or feature?
