Looks like they have a means of asking questions in a comment link. Since they don't say, my first thought is they are using an open source or homebrew db rather than Oracle, and just call it the oracle, just as some other things out there are called oracle that have nothing to do with Oracle. But until they say, we don't know. They do say they download flat files and load them into a database, so I'd wildly speculate they have some sort of combined hierarchical/network design, given the queries allowed.
