I can't imagine anything, normal, that could slow down your system that much. I'd suggest you start off applying the latest patches to your system, you are several years behind, but don't really expect that it will solve the problem.

Have you isolated whether similar reads done in the O/S are similarly slow or whether it is just those executed by Oracle?
