new to CBO - statistics / explain plan question

hello,
(I'm new to Cost Based Optimizer)
i have a performance issue on one site and i plan to do the following to investigate the problem :

export statistics from my customer's server (no tuning pack available here)
gather some sql from its sql history (24hours collection)
import statistics to my test server (approximatively same Oracle version!)
"explain plan" for every collected sql orders, on my test server (then, i should be able to find out which sql orders cause problem)

my question is :
if my test database contains NO data but only statistics, will the output of "explain plan" be the same as on my customer's server ?
