Just make up for yourself how many versions there have in between 7.3.4 and 9i.
Question: Do you expect windows 3.1 to work on a Pentium 4? No? So why do you expect sqlnet 2.3.4 to work against 9i? Downwards compatibility never has exceed more than 2 major releases. I also think 'a self-written sqlnet gateway' project is bound to fail if you don't have the formal specification and your license prohibits reverse engineering.
I would try to waste my energy on pressing management to drop that financial crap, instead of going to venture into hopeless projects.
