Yes. 9i *adds* extra features. It doesn't take many of them away (though if you are a Server Manager user, or like to connect internal, your opinion may differ). So the 8i stuff is all relevant.
As to whether you should wait, let me put it this way: there may be one less exam for the 9i stream, but do you really think Oracle is making OCP certification any easier, or cutting bits of the curriculum out? And if you answer (correctly) "no", then it is easy to deduce that each exam will cover more material than its 8i equivalent and, other things being equal, will likely be that much harder to prepare for.
If I were you, I'd be doing the 8i exams, and planning for the 1 upgrade exam shortly afterwards. That way, you get certified for 2 versions (and given that 8i will be out there in more sites than 9i for some time to come, that wouldn't be a bad thing).
