OIA tries to configure itselfs, and you shouldn't try to do that manually. It did come as far as the configuration but why it didn't create the dbsnmp*.log files escapes me.
It you didn't do so already:
make sure your TNS_ADMIN variable (either an Unix env var or a string value
in the Wintel registry in the hklm\software\oracle subtree) points to a
directory with a valid tnsnames.ora.
Also make sure the files with the .q extension in
%ORACLE_HOME%\network\agent are deleted.
In addition to the dbsnmp*.log files there should also be a nmi_conf.log
file.
I did remember one of the two methods on NT to start OIA didn't work, maybe
I choose the wrong one.
OIA should be capable of working without SNMP present.
Resolved the problem last week on a Solaris box. The usual fiddling around
and regrettably I didn't write down what I did to resolve it.
