Just a quick thought.
What osuser does NT say the service is using? I believe it should be internal system account. However sit is possible to either set this to a different value, or to revoke various privileges from the localsystem account in the 'interests of security'. Thiscan be checked from control panel services and clicking the startup button for the service.
