Somewhat related. I recently heard about this parameter. It's only been around for 4+ years. Sigh.
But a nice way to prevent unlicensed usage of Diagnostics & Tuning. Of course, Oracle defaults to letting you use them....

Here are some simple steps for basic tables:
- ALTER TABLE move
- rebuild unusable indexes
- recompile invalid objects
Non-basic tables like IOT, LOBS, partitioned tables will have to be done a little differently
