ask the network guys to sniff for TNS listeners on default ports: 1521, 2100 (xdb).
That won't catch a crafty user that only enables the listener on 127.0.0.1, but it would grab the default installations.

also - was the oracle distro of apache of a specific version that is (uniquely) identifiable? That could be used to detect the oracle apache listeners.

if they have the remote registry service running, there are tools that can scan the registry on each client for oracle services, oracle homes, path entries.
