That is not correct.
Codd's "time-varying relations" are specifically about consistency. Your post is illustrative enough without making the reference. Your answer is about Constraints, and sensible ones, not "time-varying relations".
Second, I would like to acknowledge, you are applying more Normalisation (without explaining it), and less FD resolution to the problem. Which of course elevates it from any solution or argument that is restricted to resolution of FDs.
