I have not thought about the problem enough to know what it would look like. The problems of html are many and largely depend on one's point of view: graphic designers will list one set of problems, authors another set, usability professionals another set, programmers yet another set, and users, who experience many of the problems, generally lack the ability to articulate any problems at all.
