I fail to see how this subject is irrelevant here. If it is, you must also deem subjects such as B-trees, R-trees and other physical structures related to databases irrelevant - and thus e.g. exclude the discussion of lots of papers from e.g. the ACM Transactions of DBMS or the VLDB. Also I do not see any requirement that the discussion is exclusive to "relational" databases. This is comp.databases.theory, and as long as theory and databases is involved, it can be discussed here.
