The whole point of a database management system is to manage data. As a side effect, it might also store it in a persistent storage mechanism, but this is not a requirement. It has to be able to manage the appropriate structure, enforce integrity, and allow manipulation. ("Structure, integrity, manipulation.") It can do this because it understands the data.
