In a wide sense this is true.
As I understand the terms, I am using a superset: a network database construction kit
...with the great but decisive distinction to old systems of the kind, that it integrates directly into a programming language and does not invent it's own.
...and work will continue to additionally provide all relational capabilities that you desire.
