Hi Dave,
There is something called as PL/SQL cartiridge which you would to configure on OAS (Oracle App server). Oracle provides you with some inbuilt package namely (htp and htf) these packages have functions and procedure using which you can write you own web pages. However, if you want something like asp or jsp where you just embed db tags, then you can try using psp (ps/sql server pages). i don't know much about them, but i've heard that they are very easy.
