find problem in installing oracle portal and database cache in oracle 9i app server

i have install oracle 9i application server on window NT and database is used oracle 8i (8.1.5). for use developer(d2k) forms and reports on web. but i find problem in installation of oracle portal and database cache .
1)after install portal it gives error
-->>Error: The enabler configuration table,
WWSEC_ENABLER_CONFIG_INFO$, does not have any entries.
2)and when i give manually command for create database cache
cmd-<oracle home>wtacca -create -custom
but it will stuck in 16% in creation
plz give me help on these two topic
