Are you sure this is the correct file? Look at the timestamp... Feb-2002.
Anyway, some crucial info is missing here; the connecting to line should have more info, like client name, program, server name and protocol, SID, etc...
Are you sure you set the sid to the same value as the service? You should have an OracleServiceXXXX, where XXXX stands for you SID. It may be up to 8 characters in length.
use: set oracle_sid=XXXX, then do svrmgrl. And... make sure the serive is started; that can be cause of these weird errors, too.
