You may not need the latest installer.
If you have got the cryptic message about your staging area needing v 1.7.1.3, I believe this is due to your OraHome being set to a path with a space in it.
All I know is that when I had it set to C:\Program Files\Oracle I got this message and when I had it set to C:\Oracle I was able to use my installer (1.7.0.9) with no trouble at all.
